Mega-City One has been the target of violent coups, crime wars, otherworldly onslaughts and foreign invasions – each being the brainchild of a villain wanting to see the city, Justice Department and/or Dredd himself perish... Sov agent Orlok the Assassin nearly brought the city to its knees with the Block Mania drug – a deadly precursor to the invasion from East-Meg forces. Judge Death, a Dark Judge from Deadworld, where life itself is considered a crime and the sentence is death. The sole surviving member of the infamous Angel Gang, Mean Machine Angel is a psychopath with a dial on his forehead regulating his anger levels! Judge Grice was a disgraced Judge who broke out of the high-security prison on the Saturn moon of Titan. He became de facto Chief Judge during his bloody coup. Crime Lord Nero Narcos unleashed what is sometimes referred to as the Second Robot War, tearing the Justice Department apart with his army of lethal drones, and booby-trapping the Judges’ Mark II Lawgivers. With unemployment and boredom rife in Mega-City One, many citizens, especially juves, join gangs. Many gangs identify with and recruit solely from a single block, whilst others pull in members from all across the city, attracted to the gang’s philosophy, colours, or charismatic leader. Many gangs will simply protect their own territory and try to take control of the local ‘black economy’ of illegal drugs and other banned substances such as tobacco, sugar, Umpty Candy and 20th-century comic books. Other gangs identify with causes or crazes, including the many anti-robot and anti-mutant outfits such as the ‘Neon Knights’ and ‘Purity First’ or anti-Judge and pro-democracy terrorism like the ‘Total War’ group. Others go on to specialise in organised crime such as body-sharking, organ-legging, alien- and perp-running. The ranks of the many Mega-City One gangs are made up of juves, punks, and lieutenants amongst others.
Starting as early as the tender age of six years old, the majority of juves carry melee weapons although some may have low-grade firearms.
Low-level gang members, punks are the foot soldiers of the organisation, acting as extra muscle when necessary.
Gang lieutenants coordinate the day-to-day activities of the gang and are usually permitted to organise heists and run their own rackets as long as they bring in the creds and continue to show respect and fealty to the boss.

A hotbed of unemployment, boredom and crime Mega-City One is home to the wild, the weird and the dangerous. Citizens who cannot handle the pressures of the 22nd century succumb to Future Shock Syndrome – a condition known as going ‘Futsie’ – setting out on a frenzy of violence.
The thinly stretched Justice Department cannot be everywhere. Vigilantes such as ex-Judge Karl Raider are not uncommon, targeting criminal elements and becoming targets themselves for the Judges.
Oola and Homer Blint are, on the face of things, a perfectly well-adjusted couple. However, Oola is one of Mega-City One’s most prolific serial killers, known as the ‘Angel of Mercy’ whilst her husband and accomplice, Homer, is a prominent bat glider.

This game heavily expands on those skirmish rules, however, to reflect the urban environments of Mega-City One. The Judge Dredd rulebook contains everything you need to know about playing the game and includes rules for fighting within buildings and using vehicles. As well as a number of scenarios, there are rules for developing your chosen faction in a series of linked games. As well as a softback copy of the rules, you'll receive 10 miniatures (in our new Warlord Resin); 8 block gang members and 2 street judges to begin your skirmishes in Mega-City One. For millions of Mega-City One’s citizens there can be no greater symbol of the law than Judge Joe Dredd, not even the Statue of Judgement itself. The mere mention of his name is enough to give even the most hardened criminals pause. Dredd has been appointed a temporary member of the Council of Five on several occasions. However, he is only truly content when patrolling the streets dispensing the law directly and his well-known dislike of bureaucracy keeps him well away from the Hall of Justice. To the average Mega-City One inhabitant, the most obvious symbol of the power and authority of the Justice Department is the Street Judge. These formidable individuals are responsible for the strict enforcement of the law on the dangerous streets of the ‘Big Meg', where they act as judge, jury and executioner.
Crimes ranging from littering to first-degree murder fall within their remit and the punishments of a perpetrator can vary from a stern word of admonition, a crack on the head with a daystick, to imprisonment in an isolation cube or, in the most serious cases, a Lawgiver execution round.
Becoming a Judge is a lifelong undertaking and many individuals falter on the arduous path. Some end up on the streets disenchanted and bitter at what might have been whilst for many Street Judges Resyk will be their final destination.

In the 2080s speed and volume eating, ‘scoffing’, became a competitive sport and extreme obesity became the desired body image for many Mega-City citizens. In retaliation to the percieved injustice of the food restrictions following the Apocalypse War, militant elements of the obese founded the ‘League of Fatties’ believing they had an inalienable right to food, which they would take by any means necessary. Whilst an individual Fattie might seem a less than threatening figure, the first food raids saw massed wedges of obese activists trundling forward supported by their BeliWheels®. With their layers of flab providing a natural armour against anything but the most lethal weapons, little could stop them once momentum was gained. Large numbers of ‘Skinnies’ and ‘Bones’ were crushed in the stampedes and from belly flops but, after the death of several Judges trying to protect a food storage facility, a crackdown was swift. Most Fatties were confined to special Fat Blocks, kept on strict diets for the maintenance of public order and their own protection until their weight fell below the 300-kilogram mark. The rank and ﬁle Citi‐Def trooper is a volunteer drawn from the block population who agrees to spend at least one day a month attending Citi‐Def training and orientation meetings. All are given basic training in squad tactics and care and maintenance of personal weapons. They are issued with a ballistic shell suit and assigned a weapon that must be returned to the armoury at the end of any training event. However, such is the popularity of the Citi‐Def to certain ‘warcrazy’ individuals that Citi‐Def captains can hold meetings on a weekly or even daily basis, some even allow their enthusiastic followers to take their weapons home between sessions – an oﬀence with a mandatory sentence of no less than two years per count if the Judges ﬁnd out.

Larger blocks have a secure armoury in which most of the Citi‐Defs weapons are stored. This includes not only small arms but also various explosives and an array of heavy weapons. Unfortunately, some less than stable squad leaders have been known to abuse this authority when reacting to a troublesome neighbouring block.

More radical Mutie factions dream of taking the MegaCities away from the ‘norms’ and take every opportunity to raid the cities themselves, causing destruction and sowing terror. Due to the massive wall defences of the Mega‐Cities an overland attack is nigh suicidal. Raiders who master the air have had the most success, suddenly swooping over the wall defences on a bewildering array of jet‐packs, skyboards and anti‐grav transports.

One of Psi Division’s greatest stars is Cassandra Anderson. She specialises in the ﬁelds of telepathy and precognition, where she has few peers. Born in 2080 Anderson is probably as far removed from Dredd’s ideal of what a Judge should be as can be imagined. She is an outspoken critic of many aspects of the Justice Department, displays her emotions, and has empathy for others. Particularly irritating to Dredd and the Justice Department’s rather strait‐laced leadership is her ﬂippant, joking demeanour and ability to interact with other Judges on an informal level. Despite all that when the safety of Mega‐City One is threatened she is uncompromising and prepared to use both lethal psychic and physical force against any threats. This aspect of Anderson is respected by Dredd, and they have teamed up on numerous occasions.

Despite the widespread opinion of Muties as stupid and animal‐like, a surprising number are tech‐savvy and scavenge extensively among the ruins of the Cursed Earth. There are dozens of small bands with the skill to convert run-of‐the‐mill mounts, such as Power Boards and Sky Bikes, into deadly machines of war.
